Background

From 1 January 2005, 14,000 installations fall under the European Union`s Greenhouse Gas Emission Trading Scheme (EU ETS). The goal of the scheme, which is an important element of the EU`s strategy to meet Kyoto Protocol targets, is to reduce the carbon dioxide emissions of member states by regulating the largest CO2 emitting facilities in each state.

This regulatory scheme has serious implications for European business and may transform the way business is done in the power and heat sector, and in energy intensive industries.
